Prime minister Kaede appears as a man probably in his early fifties with partially gray hair. Seventeen years ago he participated in the Great Battle against the "Fleet of Fog" and was seriously wounded, including an extensive damage to his throat. Ever since then, he is bound to a mechanical wheelchair that doubles as his life-support system; he is also incapable of speaking on his own and uses a synthesizer for voice communication.
Additionally, his eyes, which are supposed to be dark or even black, are always hidden behind glasses that double as miniature displays. And, despite being bound to a wheelchair, prime minister Kaede is always seen wearing a business suit.
Under normal conditions, Prime Minister Kaede is a calm and rational man, however, like he himself says, he is still an old soldier and, thus, when his morale is high, he might be carried away and overdo things a bit.
Originally, Prime Minister Kaede was rather unsure of the I-401 and Chihaya Gunzou. While it seems that on his own he wouldn't mark them as a definite threat to Japan, being dependent on the support from Ryoukan Kita's party, he had to label Gunzou a traitor. However, later, his mind was changed by assistant secretary Kamikage and he pardoned Gunzou. And following the battle between I-401 and Hakugei (3) against battleships Haruna andKirishima in Yokosuka Bay, Kaede came to see that the cooperation between humans and the "Fleet of Fog" is possible and might be beneficial to both sides.
During the late 2030's Kaede Nobuyoshi served as the first mate on the Ground forces' Guided missiles Destroyer "Akitsu-maru" under captain Ryoukan Kita. He participated in the Great Battle of 2039 and was seriously wounded, including an extensive damage to his throat. Ever since then, he is bound to a mechanical wheelchair that doubles as his life-support system; he is also incapable of speaking on his own and uses a synthesizer for voice communication.
Eventually recovering from his wounds a bit, Kaede went into the politics and in 2050s became the prime minister of the decentralized capital Tokyo with the support of the party ran by his ex-captain Ryoukan Kita. During Kaede's term, for the first time a human-made vessel managed to deliver a finishing strike against a "Fleet of Fog" battleship, which practically guarantees him a big place in the world's history.

Ryoukan Kita - Kaede's ex-captain from his times at the Guided missiles Destroyer "Akitsu-maru". Later, they both went into the politics and it was Ryoukan Kita's support that allowed Kaede to become the prime minister of the decentralized capital Tokyo. However, following the battle in Yokosuka bay, their opinions on the alliance between I-401 and Chihaya Gunzou started to differ too much, resulting in Ryoukan Kita resigning from his position.
Kamikage Ryuujirou - Originally, the assistant secretary to the Military command office; most recently, the minister in charge of the said office. Kamikage Ryuujirou was the one to show Kaede the possibility of co-existence between humans and the "Fleet of Fog".
